Yes,Saturn on Moon would definitely have the effect of wanting to get your ducks in a row.
But also note that Saturn marriages are rarely romantic. But they are enduring and usually lift the mate up to prominence in some way.
Consider the proposal of Downtown's Abbey's Richard Carlisle to Lady Mary Crawley. It wreaks of what Saturn men/Cap men are all about.
Sir Richard Carlisle: I want you to marry me.
Lady Mary Crawley: Why?
Sir Richard Carlisle: Because I think very highly of you.
Lady Mary Crawley: "Very highly". Goodness.
Sir Richard Carlisle:I mean it. I think we'd do well together. We could be a good team.

Notice that he never explicitly says "I love you". Even though I could tell that besides the "rational" decision on marrying her would bring him material benefits, he did deeply care for her. But was not certain of her affections for him.
Undeterred by that insecurity he proceeds onwards as Saturn men are rarely sentimental about love feelings and are quietly patient that time changes minds to what "works" and not what is ideal anyways.
Notice how then he immediately draped his expressions of affection in Saturn/Cap style of talking about how practical the union would be i.e he mentions "good team" or "build together" etc. Lol.

And personally I have thought them being together more practical than romantic.
I myself had a practical 2 year stint with a Taurus/Taurus moon. During that time one desires stability and earthy signs increase in appeal.
But alas, mine was with an unstable Taurus with Gem Asc and Venus. Mars on Uranus and Venus. He looked good initially. Until he showed that he wasn't all that stable really.
